I used to do something similar with Microsoft "Briefcase" (it was a feature
of Win95) - is that still supported?  Perhaps subsumed into some other tool?

Essentially it was just a synched files folder.

Of course for a simple copy like you describe you could also just build a
DOS batch file and either run it manually or schedule it.
