Come on man, while the testicles produce the semen, we all know it comes out
the head.  That's why the nerves are there, to make us push for penetration.
I mean, if you inserted your testicles and came from it you would just make
a mess all over her stomach, not that we don't anyway :)

Then the nerve endings are still in the wrong place...

While we have nerve endings on our scrotum, the big bundle is at the end of
the head of the penis... So, given that the most important thing to protect
from a procreative perspective would be the testicles, that would suggest
the big mass be on the scrotum.
Particularly with regard to maintaining temperature, the temp. of the head
of the penis is almost irrelevant, the temp of the testicles is vital.

I seriously doubt that people have been historically as paranoid about the
"waste disposal" aspect (and even if they were, it applies just as much to
the man as to the woman, since the part you look at when you're not giving a
woman a cavity search, pelvic exam or pap-smear is where waste exits the
body)... I really don't think that's ever had anything to do with it...
That's taking a modern (and I think often massively over-reactive re: the
lysol generation) attitude about cleanliness and applying it to people who
don't even know that germs exist or have any conception of what they might
be.
