I'll disagree here and say this is a matter of style, not skill. This makes sense to do in an environment where multiple developers will be working on the same code-base all the time, but for smaller shops where one or two people are working on a project it's a bit much to expect. You can be low level and coding out a fuse (within Fusebox) and have all of your variables defined in a provided FuseDoc, but that doesn't make you any better than an advanced developer who doesn't lay everything out at the top of the file.
