We have a prefPane app that uses additional background apps for doing its
thing. We have an odd report that we can't duplicate:

A user is reporting:

"You cannot open (PrefName) preferences pane because it is not available to
you at this time. You might need to connect a device to your computer to see
this preferences pane"

We don't link to anything unusual and don't assume there is a CD, Ethernet
etc. The only reference to hardware we make is asking for the Display Name
via CGGetOnlineDisplayList.

MacBook Air
1.6Ghz Intel Core 2 Duo
Leopard 10.5.3
2GB 667Mhz DDR2 SDRAM

Any ideas?

I am guessing a permissions issue, but Googling for this error message
yields nothing except some threads related to Time Machine.
