Aaaaaaaaaaaaaaaaaaaaaaahhh... I looked and looked for the antecedent to that particular "except as otherwise specified" and couldn't find it. So C99 narrows the prior null pointer -> 0 integral type requirement to only apply to conversions to the semi-obscure _Bool type. OK.
