This comes down to how we define our semantic versioning. I'm working on that 
separately, and this is one good example to raise.
If we decide this is a 5.0 target, that only means we would bump trunk to 5.0. 
We don't hold off on trunk development just because it falls into the major 
change category. (We just keep the development version as a minor until we see 
evidence that it should be a major.)
