If you are going the annotation route, it may be good to ask in dev@ for
feedback. I know my personal preference is that volatile fields are mutable by
default (aka no annotations needed), but everyone would need to know the rules
as everyone adds configs. If we have to allow-list every config, this gets
annoying so would be good to have a [DISCUSS] thread.
