After further consideration I agree one target for post 11 versions is enough. 
Thank you for bringing it up [~mck]! We do not expect JDK developers to close 
accesses in a minor version. 11 can break in case someone adds new exports to 
17 and this will be caught in CI. We already made it explicit that adding more 
exports should be done by exception. 
With that said I will be rebasing and cleaning the patch in the next hour for 
final testing
