No it does not solve the problem, but I think it shows the cause of it. 

If the hint file is small the earliest hint is never cleared, so next time the 
node goes down, it uses the earliest hint ( from the first time the node went 
down ) and if it is after the hint window, then no hints are written for the 
second outage of the node.
