Release is a majority vote, not consensus, so his -1 isn't a binding veto.

Of course, a -1 is a warning sign, and should be treated with concern.

If he had -1'd a patch, then it would be binding. As I understand it,
there's been ongoing debate about what happens if a binding -1 leaves things
blocked for too long.
