The original bug report was from someone using Struts 1.0.2, which does not use 
Commons FileUpload at all. The multipart handling in Struts 1.0.2 was known to 
be more than a little buggy, which is why Struts now uses Commons FileUpload.

If there is still a problem with Struts 1.1-RC2 and/or Commons FileUpload 1.0-
RC1, please file a *NEW* bug report against the relevant component, with as 
much detail as possible, so that we can fix it before a Final release.
