[el] retiring the sandbox version

el has been promoted to the commons proper for some time now. the usual 
practice is to remove all the old files from the sandbox (but not delete 
them from the attic) once a component has been promoted.

unless someone posts an objection before 12 noon (GMT) on wednesday 15th 
of october, i'll go ahead and retire the sandbox version of el.
