To refer to this existing file: http://www.ibiblio.org/maven/commons-collections/jars/commons-collections-testframework-SNAPSHOT.jar
You need to have these tags: <groupId>commons-collections</groupId> <artifactId>commons-collections-testframework</artifactId>
Change to SNAPSHOT is ok if the jars are updated, now you get compile errors from the out-of-date jars.
