I've updated the maven build for el so it would work if servletapi is released under 2.4 and jspapi is released under 2.0.
I'm not sure what the state is for those, or when they might be expected on ibiblio, but I couldn't see how the existing dependency was meant to work. Apologies if this breaks things, but I'm guessing the ant build is mainly used.
