Do your really feel a need here? If you do XML parsing, you need lots of libs anyway and once you pull in xerces with a full Meg or xalan with two and a half, the rest doesn't matter anyway.
Yes definitely, many people look at [configuration] as a replacement for java.util.Properties or o.a.c.collections.ExtendedProperties, and the sight of 12 dependencies (http://jakarta.apache.org/commons/configuration/dependencies.html) is often discouraging. A simple documentation page explaining what jar you need for the configuration you are interested in won't harm.
