It seems to be related to the single/double quotes around the <javadoc bottom= ... > attribute. Simon Kitching said he cannot reproduce it on JDK1.5/Linux (http://issues.apache.org/bugzilla/show_bug.cgi?id=33129#c3) so it appears to be a Windows-only thing.
