A work-around for users is to do this manually with the compizconfi- settings-manager package. By default, Lucid enables the "Static Application Switcher". It's probably time to make the default "Application Switcher", and to reassign the "<Control><Alt>Tab" key to next_panel, rather than next_window(all), and "<Shift><Control><Alt>Tab to next_panel. I've tested this lightly with Orca, and it seems to work well.
