:: TEMPLE MOUNT DESTRUCTION CONTINUES: The illegal destruction by Waqf
officials on the Temple Mount has been renewed.  Journalist Nadav Shragai
reports that Islamic Jihad members are also taking part in the work, which
continues to involve the sawing down of large boulders from the Second
Temple period with the help of a giant electric saw. The Arabs have quietly
renewed their project of cleaning out the water cisterns on the Mount,
without Israeli approval or archaeological supervision. Cistern #5 is now
in the process of being electrically pumped of its water and other objects.
While government officials agree that the desecration is very serious, they
refuse to do anything about it. Prime Minister Ariel Sharon refuses to meet
with members of the Committee to Prevent the Destruction of Temple Mount
Antiquities, or even just to cut off all electricity that would prevent the
large electric saw from working there. Photos of the illegal Temple Mount

:: LET THE BUILDING CONTINUE! Three new neighborhoods were dedicated this
past week in three different communities in the Jordan Valley. Kibbutz Beit
HaAravah, north of the Dead Sea was inaugurated.  North of Jericho, in
Yeitav, the new "Mul Nevo" (meaning "opposite Mt. Nevo," Aaron the Priest's
burial place) was launched. Further north, a permanent neighborhood gained
official status in Hemdat. The Yesha Council announced that the population
in the communities of Judea, Samaria, and Gaza officially increased in the
past year by 17,000, to a total of 227,000. The Council announced that 16
new families have moved to Har Bracha (just south of Shechem in central
Shomron), 180 to a new neighborhood in Adam (between Jerusalem and Psagot),
close to 20 into the Gaza communities of Kfar Darom, Netzarim, and Morag,
and 28 into Alon Shvut in Gush Etzion. In addition, Beit El will gain at
least 43 new families; four families have left Beit El to live in a more
"difficult" Yesha location, Ateret, on the road to N'vei Tzuf.

Kedumim, the first modern community in Samaria, was not established through
ordinary, conventional means. The story of Kedumim is the story of the
incredible devotion and determination of its founders. Kedumim, established
in 1975, is strategically located along Samaria's western slopes. It
protects western Samaria from further Palestinian encroachment from the east.

:: ISRAEL LEAVES BEIT JALA: Israeli forces withdrew from PA/PLO-controlled
Beit Jala just before daybreak Thursday, ending a two-day operation aimed
at stopping Palestinian gunfire at Gilo, a Jewish neighborhood across a
valley, in Jerusalem. Palestinian gunmen and residents celebrated their
"victory over Sharon," minutes after the last Israeli tank pulled out. The
IDF withdrew following an understanding negotiated by Israeli Foreign
Minister Shimon Peres and PLO leader Yassir Arafat with the involvement of
US Secretary of State Colin Powell and European diplomats.

:: ISRAEL KILLS PFLP LEADER; PALESTINIANS KILL ANOTHER: Israeli forces
killed Mustafa Zibri, known as Abu Ali Mustafa, acting leader of the
Popular Front for the Liberation of Palestine (PFLP) terrorist
organization, late Monday morning.  This marked the highest-ranking
Palestinian political/military leader killed by Israel in its long war
against terrorism in many years. Two missiles were fired at his Ram'Allah
office, which situated very close to Arafat's offices. Mustafa was
responsible for dozens of attacks against Israelis, including car bombs in
Jerusalem neighborhoods such as Mea She'arim, and most recently, last
week's car bomb that did not cause any casualties. The Barak government
allowed him to return to the PA/PLO autonomous areas in September 1999
after he verbally recognized the validity of the Oslo agreements. Since
then, however, he has been involved chiefly in organizing armed cells to
carry out terrorist attacks. Mustafa replaced PFLP founder George Habash,
who has been sick for several years, as head of the organization.
DEBKAfile's political and intelligence sources describe the hit as a
military threat to Syrian president Hafez Assad to keep his hands off the
Palestinian intifada and a warning to Arafat that he takes his Intifada
across the border at his own personal peril. It raises Israel's targeted
campaign against Palestinian terrorists to the regional level for the first
time. Reading this new dimension correctly, Damascus radio and TV
immediately interrupted their broadcasts Monday with news of the
assassination, followed shortly after by the Hizb'Allah media.

The US has urged Syria to "exercise restraint" over the Popular Front for
the Liberation of Palestine, in the wake of threats from the Damascus-based
group that it will attack American targets in retaliation for the killing
of their leader. In Damascus on Monday, a PFLP spokesman, Maher Taher, was
quoted as saying the group would avenge the killing, and called for Arab
nations "to hit American interests because the United States participates
in the extermination of the Palestinian people." State Department spokesman
Richard Boucher said the US has been in touch with the Syrian government
via the US Embassy in Damascus.

In a related item, the ZOA expressed "shock and dismay" at US Ambassador in
Israel Daniel Kurtzer and State Department spokesman Richard Boucher for
their criticism of Israel for accidentally and slightly wounding two
Arab-Americans <http://www.zoa.org/pressrel/20010828b.htm>. A ZOA statement
notes that Kurtzer never criticized the PA/PLO for its involvement in the
deliberate murders of American Jews. The ZOA explains that the two
Arab-Americans in question were slightly wounded during the attack on
terrorist leader Mustafa, head of the PFLP organization that has murdered
at least 14 American citizens. Kurtzer said nothing, however, about the
fact that several hours later, US citizen Ben Dansker was wounded in a
drive-by shooting attack by Palestinian terrorists.

Meanwhile, hitherto unknown Palestinian organization calling itself the
"Martyr Bilal al-Ghoul Group" claimed responsibility for the assassination
Saturday of Col. Taisir Khatab, director of the office of Palestinian
Intelligence commander Amin al-Hindi. Khatab was killed and three
passengers were wounded when a bomb exploded under the seat of his car as
he was driving to work in Gaza City. In a statement sent to the AGENCE
FRANCE PRESSE, the Ghoul group claimed responsibility for "the
assassination of the traitor" and said it had planted the explosive in his
car. "Khatab served the Zionist enemy for many years and arrested
Palestinian warriors," the statement said.

:: US INVESTIGATES ARMS SALES TO ISRAEL: An American government watchdog is
investigating the sale of US-made arms to Israel amid growing concern over
Israel's policy of assassinating Palestinian terrorist leaders and its use
of heavy weaponry. In the past four years, America has provided Israel with
about $5.2 billion of arms, financed largely by annual grants of military
aid by Congress. Such weapons include F-15 and F-16 fighter aircraft and
attack helicopters. The Arms Export Control Act stipulates that such
weapons can only be used for "legitimate self-defense". There is growing
unease in Washington over what Israel calls "targeted killings". These
terrorists have also killed many US citizens, for which the US has never
responded in any manner. Israel's armed forces are monitored by officials
in the State Department and the US embassy in Jerusalem. The US has decided
that the activities do not violate the arms sale agreement. But this week,
after Israel's assassination of the senior Palestinian terrorist leader Abu
Ali Mustafa, using American-made Apache helicopter gunships, Washington
said such tactics could only "inflame" the situation.

:: ARAFAT PREPARING TO HIDE AND RUN: The London FOREIGN REPORT writes that
PLO chief Yasser Arafat is preparing "escape routes" to Egypt and Iraq for
himself and a handful of close cronies, for fear that Israel's eliminations
policy may extend to him. At the same time, Arafat is also preparing
bunkers in which he could hide for an extended duration.  Israel has denied
that it plans to expel him. The paper reports, however, that since several
recent Israeli missile attacks on a Hamas meeting, the car of Marwan
Bargouti, and more, Arafat has been in a high state of alert. In case of
emergency, his plan is to go "underground" into bunker headquarters that
have already been equipped with top-grade equipment before relying on
escape routes. "A man who is laden with the guilt of human blood will be a
fugitive until death; let no one support him" Proverbs 28.17.

:: ON THE NORTHERN FRONT: IDF troops remain on heightened alert along the
northern border amid intensive international diplomatic efforts to avert
the possibility of a flare-up in the region. Tension has risen in the past
few days after reports that Palestinian terrorist organizations in
cooperation with Hizb'Allah are planning an attack from Lebanon. "The
military command has taken precautions," a military source said, without
providing any details. Consequently, checkpoints have been reinforced on
roads leading to Akko, a Mediterranean coastal town some 20 kilometers (12
miles) from the Lebanese border.

Meanwhile, a senior Hizb'Allah official on Sunday dismissed Israeli
warnings over the group's presence in Ghajar and vowed further anti-Israeli
attacks. Ghajar is divided by the United Nations-delineated Blue Line, with
the northern two-thirds falling inside Lebanon and the southern one-third
in Israel. It was not immediately clear whether Safieddine was referring to
just northern Ghajar as Lebanese or the entire village. However, a
Hizb'Allah spokesman clarified that his comments referred to the upper half
of the village and he was not claiming the southern portion as Lebanese
territory.

:: THE EGYPTIAN MILITARY BUILD-UP: Israeli defense officials are asking why
the US refuses to share with Israel information about the arms it is
supplying to Egypt. For now, military intelligence labels Egypt a danger,
but not a threat, according to a report by HA'ARETZ. The question that
disturbs Israel is why Egypt, which after its peace agreement with Israel
is under no threat from any country, needs such extensive weaponry. The
Israeli defense establishment recently expressed its concerns to the
American administration about the approval given to sell Egypt Harpoon
missiles, which can be launched from ships and jet fighters, standard
missiles launched from ships, and especially a package of Patriot missiles.
The Israeli Air Force views this as a significant upgrading of Egypt's
anti-aircraft defense system. The United States claims that the arms it
supplies to Egypt are intended for defense or deterrence. But Israel is
worried about the American response. The United States has made it clear
that it has no interest in sharing information with Israel about the
military aid it supplies to Egypt. This position, along with the American
insistence on equipping Egypt with advanced weaponry, is indicative of the
strategic importance the United States attributes to Egypt.

The Ariel Center for Policy Research (ACPR) recently published an analysis
authored by Major Shawn Pine, a US Army reserves specialist in
counterintelligence

amazing claim Pine raises in his study is that Egypt is involved in
deceiving, if not outright lying, to the world about its annual defense
budget. According to the US Central Intelligence Agency, Egypt spends $2.7
billion annually on defense (about 8.2 percent of its annual budget). Pine
firmly states that Egypt's real defense expenditures are closer to $20
billion, or seven times greater than what Israel and the United States have
been led to believe. Surprisingly, Dr. Hillel Frisch of Bar-Ilan University
does not completely reject Pine's claims. He believes that the truth is
somewhere in the middle.

:: MEANWHILE, IN DURBAN ...: The comparison of Zionism to racism is dead,
United Nations Secretary-General Kofi Annan said Saturday, adding that the
UN made its decision on the matter in 1991 when it rescinded the 1975
resolution equating Zionism and racism. Annan was speaking to journalists
at the World Conference Against Racism in Durban, South Africa. Meanwhile,
resolutions effectively calling for the dismantling of the State of Israel
were voted upon by regional caucuses and adopted by the non-government
organizations' forum. The resolutions are divided into a declarative
section and a section called a "plan of action." In the declarative
section, Israel is referred to as a "racist, apartheid state" that is
"colonial" and commits "racist crimes." The document also excoriates Israel
for "inhumanity in denying food and water to the Palestinians," the
"victimization of women and children," and "the discrimination of
Palestinians in Israel." The document will be presented to UN Human Rights
High Commissioner Mary Robinson.

Meanwhile, Arafat failed last Saturday for the third time to force Israel
to accept international observers in Yesha.  The PA/PLO had no choice but
to withdraw its proposal for such from the UN Security Council after the US
said it would impose a veto on the idea. The PLO failure was even more
pronounced this time, as even many other nations that had before supported
Arafat did not do so this time. However, there are currently around 200
"internationals" active in Yesha, according to Heidi Arraf, a US citizen,
who is one of ten "peace activists" in Beit Jala. Foreign groups
participating include the International Solidarity Movement, a US-based
church group called Christian Peacemakers Teams and Women in Black, a
UK-based group.
