If you find somewhere to download this cl compiler, Microsoft and its
lawyers would be very interested to know.  Visual C++ is Microsoft's C and
C++ development tool and they are quite picky about getting paid for it.

Ilya's point is that it isn't necessary for ActiveState Perl, ppm is the
tool of choice for installing Perl modules.  See http://www.ActiveState.com/
for instructions how to use it.
