What's the current status of this? Is adduser now sufficient to use standalone? While most packages go this route, the lack of consistency in its use, and the bugs this continues to cause still makes me wish we had a standard, declarative, means of creating users and groups with debhelper which all packages could use to give complete consistency and reliability.
