What is your desktop environment, i.e. the value of $XDG_CURRENT_DESKTOP? What is the output of “gsettings get org.gnome.desktop.interface icon-theme” command? As a workaround, you can try opening the preferences dialog and setting the icon theme manually from there. -- Dmitry Shachnev
