Indeed. As a user, my current expectation is that “halt” shuts down without poweroff, and “halt -p” shuts down with poweroff. Similarily for “shutdown -h now” vs. “shutdown -h -P now”. Finally, the default for Ctrl-Alt-Del should be reboot, but configurable (I have it set to poweroff on my systems).
