devscripts depends on gnupg | gnupg2. As buildds/sbuild/... only install the first altenative package, builds of all packages which depend on devscripts in a way are broken since gnupg was removed from unstable. Please either use gnupg1 / gpgv1 and/or switch the order of the dependencies.
