Correct but I think Matthias' mail alludes to his freeze exception
request (#774221) which, if and when granted, will break the
build-dependency of gnat-4.9 in testing and require that gnat-4.9 also
migrate from unstable to testing; I commented to that effect in the
request.

So, this bug is technically closed but might resurface in the near
future.
