Upstream GCC has removed the powerpcspe support in GCC 9, and I'd like to stop building the powerpcspe cross compilers for sid/buster. This doesn't affect the native GCC 8 builds, but only gcc-8-cross-ports, gcc-7-cross-ports, gcc-defaults-ports and binutils.
