DM status does not require a judgement call, unless there is an obvious problem with the application itself (advocacy for a different applicant, no upload history at all, etc). Being in the DM keyring doesn't automatically result in any upload rights until packages are also whitelisted.
It's up to sponsors to decide when a DM is ready to have unsupervised uploads on each package they whitelist. They have the responsibility to make that assessment as they get to know the uploader. That said, sponsors should take that responsibility seriously and be available to respond to issues in uploads if they arise.
