About the DMUP: It is perceived that there is a need for such policy in the very few occasions that such a situation arises. (In my time as a developer, such a situation has arisen more than once.) Such policies do not affect 99.8% of developers, but on the rare occasions that someone does step significantly out of line and claim that they did not realise that what they were doing was unacceptable, the DPL can point them to the relevant document. About the other documents: Pretty much the same seems to apply: they are created in response to a perceived need.
