Well, I don't know which protocol use apt to download files but I've seen that with some old or slow wifi Internet connections apt can be very slow downloading packages. So I thought (but I don't know if you can do it) there is a program called aria runnable as `aria2c` in Ubuntu. Aria is very fast (because do 5 connections to the server). So my suggestion is to add a switch in the apt program so running `apt-get --trough-aria «name»` apt call `aria2c -s5 «url»` in order to be faster!
