Please unblock package libpfm4

This is a new upstream release adding support for new ARM hardware and
adding/updating some Intel event definitions.
This is mostly a "data" update (lib/events/*_events.h), only minor code
changes were needed for armv9 support.

Having an upstream release instead of a snapshot (we usually track git
snapshots in sid for latest hardware support and event definitions) will
make it easier for users to see whether their (bleedign edge) hardware
is already supported.
