I think reason and situation are:

1) Debian or most Linux distributions are binary distribution.  (Not
like FreeBSD port system)

2) Debian provides diff.gz for minor source upgrade.  So downloadsource
instead and build locally. :-)  This saves you with some download time
between small incremental patches.  "apt-get source"
