I found this link in the monthly list FAQ: https://www.debian.org/MailingLists/#codeofconduct where i read: "Please don't send your messages in HTML; use plain text instead." (I cannot judge how hard it is to fulfill this request on a contemporary desktop.) Regrettably the list archives seem to have a preference for publishing the HTML version of list mails.
