The simplest reason is that if you do this, you'll have to write a generic handler in every single try..except block that you write. Use the Application.OnException event for these, as a one-stop generic exception handler, if for no other reason than to avoid rewriting code, and having, at the very least, numerous calls to the exception-handling routine.
