I, too, can confirm this bug on Ubuntu Hardy Heron (64-bit version). When attempting to play any streaming video, Totem will only buffer a few seconds at a time, despite configuring the correct connection speed. There appears to be no way to alter this behavior. Any of the videos linked above produces this behavior.
