To prevent non-admin user from changing xorg.conf setting, I tried the
following:

 - go to System -> Administration -> Authorizations
 - From the left menu, go to com->ubuntu->screenresolution->mechanism->Change 
Screen Resolution
 - Click Edit, set Active Console to "Admin Authentication"

Or modify the default from /usr/share/PolicyKit/policy/screenresolution-
mechanism.policy

By doing so, only admin user can change the xorg.conf setting.
