It is not true, the remaining issues on the unconfirmed list usually complex and needs special environment to test it, connected to different database backends, consequently you can not easily confirm them.
i guess (and this is an experienced guess :) that about 30% of the current issues have no responses for months or are found on versions long time ago, are not reproducable anymore or written that bad that nobody can follow the description etc. :( so i usually rework them without even opening the office :)

p.s. for the special, really complex issues we need the more specialized community (especially the base qa team) for recheck, but if an issue is that special that nobody can recheck it, how important it can be to fix it (and how many people will benefit from the fix)?
