This is a more quantifiable way to collect fixes for the JIT (making it more
"safe", fixing compiler bugs) needed for it to run our regression tests. In
theory, if we could run all our regression tests with the JIT enabled, it could
potentially mean the JIT is safe enough for prime time. It would also mean we
could add a second test run with JIT enabled that would run all the time.
I plan to make everything pass with the current JIT compiler by 1.0.
