Let war creation ignore requirement for AR JDBC gem if you have it unpacked

If you've unpacked ActiveRecord-JDBC into vendor or you're using a trunk
version of it, it would be nice if the war creation task ignored trying to add
the gem if you have it local so you can build war files while tracking TRUNK.
