eCommerce: Cart is systematically empty when proceeding to checkout

After adding items to the cart, the checkout sequence systematically fails with 
an "Cart is empty" error. 
returning to homepage shows the actual contents of the cart.
All checkout options are affected (quick checkout / guest checkout / logged in 
checkout)
