My 0.02 €: +1 for a translation in order to give 'foreign' OFBiz users a chance to understand and potentially use this payment method. And +1 to adhere to architecture good practices as suggested for the configuration.
Having the config description only in dutch sounds like a 'private' space in this open source project.
