this happened once before, SBINDIR should return bin/ or sbin/ depending
on the configured layout (bin/ being the default). so i think apxs has
may have broken with recent changes. however, -q SBINDIR is properly
reporting bin/ for me. it is correct for us to use SBINDIR.
