I'm going to disagree with you here.

Back in 2017, we went through a very long discussion which lead to the
creation of the x86 SIG. The discussion on the mailing list started off
at a reasonable rate and then slowed to a stop because it couldn't keep
its momentum going.

So the fault with the SIG not working really lies with the people who
wanted to keep x86_32 going not being able/willing to do the work necessary,
not all the other Fedora developers.

This is pretty much the definition of a SIG.
