/dev/watchdog "softdog" is really close but it has several problems:
- no shutdown action
- no network blocking action
- can not get timeout and timeleft
- set timeout through ioctl only
- set action in module load parameters only
- our userspace(shaman) is using our interface
so it is easier to port our watchdog
