Implement portable kernel symbol namespace tool

- The script's use of sort proved to not be portable

- No need to check the commits as symbols are only added

- Regenerated kernel header to reset the sort order

Update #4475

While converting the libbsd.txt in the 6-freebsd-12 branch I noticed that this tool is not present on the master branch. If we ever want to update libbsd from FreeBSD 12 to a newer version, it is important that everything is available in the 6-freebsd-12 and master branches.

I do currently some preparations to make an update of the 6-freebsd-12 branch. The last update was:
