I was thinking of doing some apache.conf templates that would allow me to
put in a .htaccess file in an ibay.

So I could control what IP's could connect to the PHP files in there.

Is this what you are on about?

I can't see any issue in this?  Make a custom apache.conf template to allow
overrides and then whack in  a.htaccess and expand templates as well.  :)
