I agree.  Don't mix POP and IMAP.

Outlook Express does a great job set as an IMAP client in combination 
with WebMail or any other web-based IMAP software, Twiggi, phpgroupware, 
phprojekt etc.

If you set your Outlook Express mail account for IMAP, then select the 
account under your Folders display.  In the right panel you will 
see 'Synchronize Account' where you can set all the IMAP 
folders 'Synchronization Settings' to 'All Messages'.  Perform a 
Synchronize Account and you will have a complete offline store as well as 
your IMAP server store.

To test, goto File and select Work Offline.  You should see all your 
folders and messages are available in their entirety, offline.
