One step at a time - group quotas are not planned for 5.1

Don't forget to use rsync with the --partial option, using a previous
image as the seed image.

Correct - all files stored by the user anywhere on the system.

It will queue for a week, with admin being reminded on a daily basis
of the over-quota account. Then the mail will bounce. The user gets
a daily warning when they exceed the "Limit with grace period".
