As Daniel pointed out, there will be some files for which '#' prefixed lines are not treated as comments. In fact, there are some templated configuration files for which there is no valid comment syntax. Any automated addition of fragment name would need to be aware of these issues. I don't know whether the "proposed standard" was intended to be automated, or to be a de facto standard applied by the author of each template fragment. If the latter, I'd advise against it. In my experience, incorrect comments are usually worse than no comments at all. And I've seen very few projects where comments are always updated when they should be.
