Dan, I noticed on a fresh 5.1.2 install that these rpms are already
installed by default:

expat-1.95.1-1.i386.rpm
mm-1.1.3-2.i386.rpm

In the iso they are listed under '@ E-Smith' so should be installed at all
times whether upgrade or install is performed.

I still find your Howto wget line only retreives the first file for me. 
Maybe it is just me, who knows.  If I use the script I show below, it
works.

Finally, IMP looks great.  Very nice improvement to the interface and some
fine new features.

Turba appears to have problems :-(  I can add a new entry into the Address
Book fine.  However when I select the added entry in Turba, select the 'To'
check box and hit 'Send Message' I return to the IMP login screen with the
error 'your session has expired'.  If in the Address Book I hit the mail
icon to return to IMP, same result, same error.

Do you experience this as well?  My set up is a completely fresh 5.1.2
install with only your PHP and IMP upgrades applied.  Otherwise completely
stock.  I'm using IE 6.0 for testing.
