I would suggest using the Linux standard, i.e. docbook. Easy to use with emacs on Linux or Windows with plenty of good conversion tools to html, pdf, LaTeX, info, etc. I would be more than happy to translate all to docbook format and maintain the formats for whoever wants me to.
