Interesting idea.  So if I don't know anyone to route to that doesn't have a certain 
threshold
chance, I QR?  What do you do about the nodes you know nothing about in that area?  Do 
you give
them a chance or not?  I also have a fear that maybe they'd only ask big powerful 
nodes (like
yours) and overload them.
